Veterans Benefits

Hillsboro Aviation is a U.S. Department of Veterans Affairs (VA)-approved flight school under the Montgomery GI Bill, Vocational Rehabilitation and in conjunction with Portland Community College for the Post-9/11 GI Bill.  Please contact our VA Representative Jenifer Jaques at jjaques@hillsboroaviation.com for detailed information.

The first step to receiving GI Bill benefits is to submit Form 22-1990 if you have never used your VA benefits before. If you have used your benefits before, please submit Form 22-1995. The approval process can take several months; you should apply as soon as you decide to attend Hillsboro Aviation for flight training. 

Chapter 33 Post 9/11 GI Bill

The Post 9/11 GI Bill is for veterans who have served after 9/11.  Depending on how much time you served/were active after 9/11, the VA will pay up to 100% of your tuition and fees at a degree-granting school. See this chart to find out what your percentage of eligibility is:

Flight schools are not approved for the Post 9/11 GI Bill on our own. Luckily, Hillsboro Aviation has a long-standing partnership with Portland Community College (PCC). PCC has a two-year Aviation Science degree program.  Hillsboro Aviation does the flight training part of that degree program for them.  This means your flight fees are charged through PCC and are then eligible for the Post 9/11 GI Bill.  PCC bills the VA and then PCC pays Hillsboro Aviation.

All of your VA and school enrollment will be done through PCC. You’ll come to Hillsboro Aviation for your flights.  Your flight training here is done on an individual basis with your flight instructor. Every person flies the number of hours required to reach proficiency for the certificate or rating they’re working on.  Each flight course you enroll in will have an upper limit to the number of flight hours payable by the VA. If you require more flight time than allowed by the course, you are responsible for those additional costs.

The Post 9/11 GI Bill also has a living stipend and an annual allowance for books and supplies.  The VA pays you directly for this.

Chapter 30/1606/1607 Montogmery GI Bill

If you have the “old” Montgomery GI Bill, you will come directly to Hillsboro Aviation.  This GI Bill reimburses you 60% (depending on your chapter of eligibility) of your eligible training costs after your Private Pilot Certificate.  You will pay for your Private Pilot Certificate on your own.  The VA will reimburse you a percentage of the eligible costs for your instrument, commercial and CFI training. 

You must contact Hillsboro Aviation prior to starting any training if you are planning to use your Montgomery GI Bill.  All training must be done following the FAA Part 141 syllabus and you must have a current second class medical before enrolling in any VA-eligible course or you will not receive reimbursement for your training.
